Union County VINELink Coverage
Kentucky's official service is VINE, Victim Information and Notification Everyday. The Kentucky Attorney General's VINE resource describes statewide information for reporting local jails, adult correctional facilities, and certain juvenile facilities. For a Union County arrest, the relevant local feed is Webster County Detention Center because Union's jail is closed and its arrestees are housed in Webster County.
VINE is both a one-person lookup and an event-notification service. A confined result can identify the reporting jail or institution. Kentucky guidance states that a noncustody response provides the date released. That statement remains specific to the record being checked. A person may leave Webster through transfer to KDOC, another jail, federal custody, or immigration custody. "Not in custody" on one record does not rule out custody in another system.

Check One Union County Inmate
Search one person, then verify identity before reading status. Partial names can help when spelling is uncertain. A jail or DOC offender ID is more precise when available. Similar names and duplicate records make the comparison step essential.
- Open VINELink and select Kentucky.
- Choose Find an Offender.
- Enter a partial name or the jail or DOC identifier.
- Compare the person's name, identifiers, and reporting facility.
- Open the correct result and read custody status, facility information, or released date.
- If both local-jail and DOC records appear, open both. Leaving one system may be admission to the other.
A telephone lookup is also available at 800-511-1670. Callers need the name or jail/DOC ID and follow the prompts. Union County VINELink Release Fields
Read the result as a custody-source record, not a complete case history. VINE can report release, transfer, escape, and specified parole or supervision events. The Union court file remains the source for the order that caused release, dismissal, probation, shock probation, or another disposition.

Use that date with the record's facility identity, then call the reporting agency if transfer or physical release remains unclear.
Register Union County Release Alerts
Registration attaches contact information to the selected record. More than one contact can be registered, and Kentucky guidance says the offender is not told. Review the identity and facility before registering, especially when both a local and a DOC record exist.
- Open the correct offender record and select Notify Me of Status Changes.
- Follow the prompts and add one or more phone numbers or an email address.
- For phone registration, create a four-digit PIN.
- When a call arrives, enter the PIN to acknowledge it and stop repeat calls.
- For email, complete the verification or confirmation steps shown by the current interface.
- Register both the local-jail and DOC record when the same person appears twice.
KDOC says an unanswered phone notice can leave a message and continue calling during a 24-hour window until the PIN is entered. The Attorney General states that jail-release calls may repeat every 30 minutes during that period. Prison release notice may be attempted 72 hours in advance, while parole, court order, immediate credit change, or escape can produce notice when the event occurs.
Keep the PIN private but available to the registered recipient. An alert is meant to prompt verification and personal safety action. It is not a certified release record.
Confirm Union County VINE Alerts
VINE is informational. It is not a substitute for direct verification with Webster, KDOC, or the court. County and prison data can arrive on different schedules, and release processing may continue after an order is entered. A roster removal may also reflect transfer rather than community release.
Federal Bureau of Prisons custody is outside the ordinary Kentucky VINE path. Use the BOP inmate locator for federal imprisonment. ICE has its own detainee locator, and the U.S. Marshals Service has no comparable public name locator. A Union Sheriff 287(g) enforcement partnership does not turn the closed Union jail into an ICE detention facility.
Limits: Confirm a local alert with Webster, a state alert with KOOL or KDOC, and the legal basis with the Union court when needed.
Union County Duplicate VINE Records
Kentucky VINE may show both a county-jail record and a DOC record for the same person. KDOC specifically advises registering for both. That is especially important in Union County, where Webster is the local holding facility and a later transfer can create or update a state corrections record.
A local record can change to noncustody when the person leaves Webster, while the DOC record shows state confinement. In that sequence, the local release date is the exit from one custodian, not release to the community. Compare names and identifiers, note each reporting agency, and read the status of both records before drawing a conclusion.
VINEcourt case notifications are no longer part of KDOC's current service. Custody alerts remain available, but the Union Circuit or District Court Clerk is still needed for bond, disposition, sentence, and later court orders. Physical custody and legal disposition are linked facts kept by different offices.
Union County False Release Alerts
Kentucky experienced a concrete VINE vendor problem in February 2026 that produced false release alerts. KDOC posted verified release information and used direct outreach while the issue was addressed. The incident shows why automated notice should trigger a check, not end one.
For a Webster record, call the facility's offender-information line at 270-639-7022 or its main number at 270-639-7032. For a KDOC record, review KOOL and contact the relevant corrections office. If the alert appears tied to a court order, ask the Union clerk for the order and then confirm that the facility completed processing.
False notice and delayed notice pose different risks, but the response is the same: identify the reporting record, contact its custodian, and compare the latest status in the other applicable system. Do not rely on a screenshot or saved message after a newer official record becomes available.
Note: Registration helps deliver timely notice, while agency confirmation establishes whether the reported Union County release or transfer actually occurred.
Union County VINE Status Terms
Event words should be read narrowly. Release means the reporting custodian recorded an exit. Transfer means responsibility moved to another facility or authority. Escape is an unauthorized departure. Parole is conditional community release from prison, while mandatory reentry supervision is a separate Kentucky supervision category. A court-ordered release, shock probation, or credit change can create a rapid event with little advance notice.

When a term is unclear, identify the facility on the result and ask that agency what event it reported. Webster can explain a local exit or transfer. KDOC can explain a state custody or supervision event. The Union court can provide the order that authorized release, but it may not show the minute Webster completed the physical process.
Beyond Union County VINELink
VINELink does not replace the Kentucky Online Offender Lookup. KOOL can show Active Inmate, Parole, probation categories, or Mandatory Reentry Supervision, plus dates and a supervision location. A state status helps explain what happened after someone left a local jail. An Active Inmate result points to continued state custody, while a supervision result indicates release from an institution into legal control in the community.
The Kentucky State Police Sex Offender Registry is also separate. It can show a released person only when a legal registration duty applies. It is not a general list of released Union County inmates. Registry compliance terms address registration duties, not present jail custody or a new conviction.
For federal custody, use the Bureau of Prisons locator. A BOP "Released" or "Not in BOP Custody" result applies only to BOP records and does not exclude state, local, or immigration custody. ICE's Online Detainee Locator System covers its own current and limited recent custody. These systems should be opened only when the person's custody path supports them.
Purpose matters less than source matching. A reliable check starts with the authority most likely to hold the person, confirms identity, and then follows any transfer into the next system. VINE is strongest as the alert layer within that process.
Save the reporting facility name and offender identifier from the selected result. Those details let Webster, KDOC, or another custodian locate the same record when an alert needs prompt confirmation.
